Approach:
- Fabricate passive hybrid sol-gel waveguides with good control of refractive index and dimensions matched to optical fibers for low coupling losses.
- Introduce adiabatic transition between passive waveguides and active EO polymer regions.

Impact:
Demonstrated hybrid modulators with low loss and respectable VΠ (13 V). Modulation voltage was reduced by lateral confinement and can be significantly further reduced. |
